Paul was born and raised in London, on a council estate in Lewisham, where his dad worked as a Sales Manager and his mum as a Shop Assistant. Paul attended comprehensive schools before attending Southampton University.
In 2008, when Paul was 20 years old, he was elected to Southampton City Council and served until 2012. Whilst on the council, Paul sat as Chair of the Planning Committee and Cabinet Member for Education and Social Services.
Professionally, Paul was most recently Head of Public Affairs for a housing association and previously served as Special Adviser to a number of Cabinet Ministers.
Paul was first elected to Parliament, as the Member of Parliament for Eastleigh, back in 2019. As MP for Eastleigh, Paul secured funding for the resurfacing of the M27 between junctions 5&7, he also successfully campaigned for the expansion of Southampton Airport and secured funding for accessibility lift at Hedge End and Swanwick stations.
Alongside his role as MP for Eastleigh, Paul served as Parliamentary Private Secretary to the Home Secretary, Secretary of State for Housing, and Foreign Secretary respectively, before being appointed as a Government Whip in 2024.
At the 2024 General Election, constituency boundary changes meant that the constituency of Eastleigh was split up into Eastleigh and Hamble Valley. In 2024, Paul was elected as the Member of Parliament for Hamble Valley.
Following the 2024 General Election, Paul was appointed as Shadow Minister of State for Foreign and Commonwealth Affairs and Shadow Northern Ireland Minister.
Subsequent to the election of Kemi Badenoch as Leader of the Conservative Party, Paul was appointed as Shadow Parliamentary Under Secretary at the Department for Housing, Communities and Local Government until September 2026. In the Shadow Cabinet reshuffle in September 2026, Paul was appointed as Opposition Deputy Chief Whip.
